Election of a new project management

If a project manager resigns and the deputy project manager wishes to take over this office, this transfer of office can be carried out within two weeks after the project manager has been granted a three-day reflection period. If the deputy project manager does not wish to take over, the following election process will take place:

  1. After receipt of the written resignation of the project manager, the project coordination informs him/her about a three-day reflection period and pre-informs the ÖVVÖ Presidium.
  2. After the expiry of the three-day reflection period, the project coordination informs the ÖVVÖ Presidium about the resignation and the project manager about the acknowledgement of the resignation, as well as about the beginning of the new election phase. The effective date of the resignation is retroactively the day of the written resignation (in case of postal mail the postmark, in case of emails the date of sending of the sender).
  3. Within a further three days, the project coordination informs the project participants of the resignation of the project manager and of the entry into force of the election process. At the same time, the deadline for the receipt of applications is announced (four weeks from the date of resignation).
  4. The project coordination accepts the applications until the deadline.
  5. If there is only one candidate, the newly elected and the previous project manager, the project participants and the ÖVVÖ Presidium are informed of the result of the election by the project coordination within three days after the deadline. At the latest eight weeks after the resignation of the previous project manager, the new project manager takes office. Until then, the previous project manager remains in office.
  6. If there is more than one candidate, they are put to the vote by the project participants. Within three days after the deadline, the previous project manager, the project participants and the ÖVVÖ Presidium are informed of the applicants received. This day is considered the beginning of a one-week voting period. The start is considered to be the date of sending out the applications by the project coordination. The respective applicants are not entitled to vote. A simple majority is sufficient for the voting decision.
  7. Within three days after the deadline, the newly elected and the previous project manager, the project participants and the ÖVVÖ Presidium will be informed of the result of the election. At the latest eight weeks after the resignation of the previous project manager, the new project manager will take office. Until then, the previous project manager remains in office.
  8. If no application is received by the deadline, a two-week grace period will be granted. Should applications be received during this period, a process as above will commence with one or more applicants. In this case, the newly elected project manager will take office no later than ten weeks after the resignation of the previous project leader.
  9. If no candidate is found after that, the project manager remains in office for three months from the date of resignation, after which the deputy project manager takes over for a further three months. During these phases, a request for a further election can be submitted up to two times, signed by at least three project participants. The start of the term for the receipt of applications is this time the arrival of the new re-election application, and the term is two weeks. In the event of a positive result, either item 5 or items 6 to 7 come into force. The term of office takes effect two weeks after the end of the new election. In the event of a negative result, the term of office of the incumbent project manager or deputy project manager remains unaffected, unless the re-election process cannot be completed within the six-month period from the resignation of the project manager. In this case, the deputy project manager remains in office until the end of the re-election process, but no longer than six weeks beyond the six-month period.
  10. Should no new project manager be found thereafter or within six months of the resignation of the incumbent project manager, the project will be terminated within two weeks.
  11. If the project management has to be re-elected after a removal, the re-election procedure is basically the same, except that the project coordination takes over the business on an interim basis after the project management has been notified in writing of its removal and remains in office beyond the six-month period. After that, the project is terminated within two weeks. In this special case, the project coordination exceptionally takes over the project management of a project, of which it has taken over the election management.
